A personal foul is defined as a violation that involves illegal physical contact with an opponent, which encompasses actions such as pushing, tripping, hitting, or holding an opponent in a manner that is deemed unsportsmanlike or excessive. These types of fouls are typically called to ensure the safety of the players and to maintain fair play during the game.

In contrast, other options describe violations that do not involve direct contact with an opponent. For example, stepping out of bounds pertains to maintaining proper court positioning, while timekeeping violations and delays of game relate to administrative aspects of the game rather than physical interactions between players. Understanding the definition of a personal foul is essential for recognizing infractions during gameplay and their implications on the game flow, including free throws and foul counts.
